Certified Bids?

This is probably a really dumb question, however, the list of teams that have been certified by Brad (as listed on the AMTA website) are these set in stone, short of a program withdrawing or not confirming their bid on time, or not?

I hope they are and would assume these are the official set in stone march assignments, except that our regional was originally told we'd qualified for kentucky, and now seem to be qualified for st. petes. (I'm glad, because we were hoping to switch to florida anyway, but i wanted to confirm)
